NIMS List European Emissions Trading Scheme (EU-ETS): Provisional allocation quantities for the first allocation period (2021 to 2025) published
On 14.06.2021 the long awaited NIMS list was published by the German Emissions Trading Authority (DEHSt) and corrected for the first time on 16.06.2021.
The so-called NIMs list(NIMs = National Implementation Measures) in accordance with Article 14 of Delegated Regulation(EU) 2019/331(EU TPD) lists the provisional free allocation quantitiesof European Emissions Allowances (EUAs) to existing stationary installations in Germany for the allocation period 2021 to 2025.

The carbon leakage factor has already been taken into account here, but the allocation quantities mentioned are to be understood in such a way that the plant operators will in any case not have these quantities transferred to their accounts. The final allocation quantities then take into account the linear reduction factor for electricity generators and the cross-sectoral correction factor of 1 for all other installations. However, the real free allocation still depends on the real development of the respective activity rates in the allocation elements, which are submitted to DEHSt in the annual allocation data reports. Accordingly, the real allocation for 2021 will depend on the 2019 and 2020 allocation data reports in addition to the information in the NIMS list.
