The UK has blamed Brussels for its failure transpose the EU directive on the aviation ETS into national legislation in time to comply with the August 31 deadline by which operators were required to submit emissions monitoring and benchmarking plans. A government statement said there first needed to be a “firm and agreed” list of operators to be regulated by each EU member state.
